Four duties apply to keepers and to the professionals who serve them. Each is set out below with the instrument that creates it.
Microchip registration is a one off £25 and covers the pet for life. PCE Membership at £7.99 a month is a separate, optional product.
The Microchipping of Cats and Dogs (England) Regulations 2023 require every cat and dog to be fitted with a compliant microchip and recorded on an approved database. A microchip that is not registered, or registered to out of date details, does not satisfy the requirement.
A microchip may only be implanted by a person who is suitably trained and competent, or by a veterinary surgeon or veterinary nurse acting under direction. PCE provides the training, assessment and certification at no charge, and records the certificate against every chip that implanter places.
The keeper is under a continuing duty to ensure the recorded details are accurate. Where a pet changes hands, the new keeper must be recorded. PCE processes transfers of keepership at no extra cost and they take effect immediately.
The collar and tag requirement is separate from the microchipping requirement and is not discharged by it. A dog in a public place must wear a collar bearing the keeper's name and address, whether or not the dog is microchipped. Breach is a distinct offence.
